The U.S. Army / USPFO California is soliciting proposals from qualified small businesses to provide custodial and janitorial services at a government facility in California. The exact location will be specified in the solicitation documents. Services must be performed in strict accordance with the Performance Work Statement (PWS) and include routine janitorial and sanitation services, daily and periodic cleaning of all facility areas, staffing coverage for all scheduled service shifts, and maintenance of cleanliness standards required by the facility. The contractor must submit a comprehensive staffing plan detailing positions, scheduled hours, and backup staffing to ensure uninterrupted service coverage at all times. All staff must comply with applicable prevailing wage determinations. Subcontracting is permitted; however, if subcontracting exceeds 49% of the contract value, full details on all subcontractors must be submitted. A minimum of 3 contracts of similar scope and complexity is required for past performance documentation — subcontractor past performance references may be included. This acquisition is set aside exclusively for small businesses and will be evaluated using Lowest Price Technically Acceptable (LPTA) methodology. The Technical Plan must be rated Acceptable, and Past Performance must be rated Acceptable to be considered for award.
